I am an Associate Professor (on special leave) at the Department of Applied Economics, University of Vigo, where I have been teaching since 1999. Currently I am working at the
Fiscal Policy Analysis unit of the European Commission's Joint Research Centre. I have also been a fellow researcher at the Spanish Insitute for Fiscal Studies (Instituto de Estudios Fiscales, IEF) and consultant for the OECD Centre for Tax Policy and Administration.
My research is focused on the study of tax-benefit reforms and their distributional impact. My PhD thesis was a study of the Dual Income Tax and its possible implementation in Spain. This work opened a broader research line on income taxation and microsimulation. I have done research work on Environmental Taxation, Tourism Taxation, Consumption Taxes and Fiscal Sociology. I also have experience in assessing the impact of means-tested benefits and minimum income schemes. Currently I am specialised in the use of administrative data for microsimulation purposes.
